The government has pledged to achieve ‘net zero’ carbon emissions by 2050. To succeed, individuals, household and communities in every part of the UK will have to make significant adjustments. And these changes are likely to impact our most vulnerable the most.

The Young Foundation brings communities, organisations and policymakers together, driving positive change to shape a fairer, greener future. As an evidence centre, exploring what works for UK communities, our Institute for Community Studies is working to better-understand how people are experiencing the shift to net zero.

This paper explores the potential to develop policy to support our national journey to net zero, enabling all communities to participate and thrive.
