Neil specialises in analysing strategy for productivity and innovation in public services. He previously headed Preventative Investment Programme, spanning agendas from public health to homelessness. A major aspect of this work included the development of the theory and practice behind Social Impact Bonds.

Neil’s career includes roles as head of analysis for the Gershon Review of efficiency in public services; adviser on service transformation at the Department for Communities and Local Government; and researcher on social value for the London School of Economics.
